Low Beams won't come on 200 1981

Drove the 240 for a couple of miles, every thing working, turned it
off, when I restarted the low beams would not work. Drove home with the
high beams on. When the high beams on all 4 headlights are on. All the
other lights work. Checked fuses, all look good. Headlight relay is
clicking. Thanks for any help.
