960 ECT and loss of power 900 1994

My father's '94 964 has a wacky water temp. guage. Sometimes it's normal but more often than not, it pegs to the top as soon as the car is started. I had the same problem on an 850. Changing the ECT fixed it. His problem is that he can't find it. I looked at the FAQ and now know where the rear one is, but my question is where is the front one and should he be replacing that one too/instead?

Concurrently the car has a condition where it feels sluggish at low RPM. It's hard to tell from his description two states away, but it may be either the engine is just down on power or the transmission is perhaps just stuck in a higher gear (like it's always in Winter mode). Thoughts and suggestions appreciated.
