Very low power, idle surges and late upshifting '95 960 900 1995

My mother's '95 960 has recently added an idle surge to it's list of woe's...

Very low power, undriveable when cold and feels like a B23F when warmed up (yup that bad). Also even in "Sport" mode, the trans "hangs" and upshifts very late, RPMs to not increase quickly.

My ideas are clogged CAT or AMM, there are no codes at all. FP rail replaced due to leak, new radiator, new PNP switch last fall.

This 190 HP car should be 2x as quick as it is, any suggestions would be MUCH appreciated.
