Bilstein shocks won't fit 140-160 1974

I just tried to put Bilstein shocks on my 1974 164E but could not fit the tubes through the holes in the A-arms, even when using the largest part of the keyhole-shaped opening. Shock were ordered from IPD and are # F4-B46-1104-HO
which IPD says it right; boxes listed 140-160s. Has anybody had this problem? Is there a solution? thanks
