My 93 940 Turbo will not engage into Overdrive, 900

I have switched the od Relay switch but that did not take care of it. the hold button will light up on the dash board when i engage or disengage it on the shifter but it will not engage into OD anyone have any ideas or suggestions i am getting killed with my gas mileage and its annoyin gon the highway at 70mph and 4500 rpms you know any help would be greatley appreciated.
