oil in turbo boost side 200 1983

I'm a novice with some "shade tree" mechanic skills and tools. My question is what does oil in the boost side of the turbo mean in my 1983 245 GLT B21FT? Sometimes there is short period of time when the exhaust blows a little blue but this is clears after running for 30 seconds. Could this effect HP output as the car is not too quick, but I don't know if this model is all that quick when all is well. Will I need to clean the throtle body/intake with throtle body cleaner? Is this something I can repair or should I have this professionally done? Thanks for the help!
