940 Heater Blower on high at all fan speed settings 900 1994

940 turbo wagon. Heater Blower is on high at all fan speed settings including off. I've replaced the resistor set with no change. I suspected a relay though could not locate it. It does not appear to be behind the glove box area. Can anyone tell me where the relay for the blower is located? This model does not have temp control thermostat. I'd like to avoid the dealer as I've already spent $80 for the resistor pack i didn't need. I wonder also if fan speed switches ever fail? Of course it's good that it failed on rather than open. Though one day last week inserted the fuse to turn on and got nothing until the third attempt. HELP......... THANKs in advance to any assisatnce.
