Back-up and Brake light failure needs fixing 200 1983

Last weekend, my son who drives a 1983 Volvo 240 GL called because everytime he stepped on the brakes, he got an alarm like when someone didn't fasten their seat belt.

Both brake lights were not illuminating. The bulbs and fuse are fine, he reports. I assume the audible tone is to warn the driver they have no brake lights.

Quite some time ago, he noticed his back up lights didn't work.

His tail lights and turn signals work.

He is a college student, so price IS an objective; what diagnosis might anyone offer?
