The A/C control is capable of forcing the only lowest fan speed. All higher speeds go through the fan switch on your manual climate control. Check for a melted connector on back of the switch or other short between the blank and red/white wires. If nothing obvious is found, unplug the blower switch and retry. No fan = fault inside switch. Fan still running = external connection (short) between those two wires.
