What does it not do... pull out? or retract? How about the opposite side belt?

The front belt in your '94 are part of the SRS (airbag) system and could have been deployed. Give more details and not whether the SRS light comes on when you first turn the ignition key to ON.

Also, carefully follow the belt along its length to see if it does a half-turn on its way to the retractor. That would indicate that it was twisted when released after somebody got out of the seat, and in now kinked inside the reel. That one's an easy fix requiring nothing more than pulling out the whole length of belt, undoing the flip, and feeding it back into the retractor. No disassembly.
