240 wiper Gremlin 200 1990

I bought my 16 year old a 1990 240 Volvo so I could sleep at night. Having a problem with the wipers. They never worked in intermitant mode but did work in regular modes. The other day she came home and said something smelled like it was burning. I got in the car and sure enough, there was an "electrical" burn smell. Then when I started it, the wipers went on and I could not shut them off using the stalk. (Pulled the fuse) Bought another stalk but this did not rid the car of the gremlin---the wipers just kept wiping. Need help. Since the smell was inside, I assume it has something to do with the electrical system. I'm a single mom trying to avoid taking it to the shop if it's a simple fix. I'm pretty handy. All help would be appreciated.
