surging, slightly lurching turbo-brick! 200

OK... just bought a 240 turbo project car. I think I got a sweet price for it although it has some "issues". First one I'll try to tackle is that it has uneven, "surging" acceleration. The PO that I just bought it from said that he had done some experimentation and this is what he came up with (to the best of my ability to recall):

He said that he thinks there is a suction leak in one of the lines going to either the tachometer, or the defrost button. There are two air-lines at the back of the engine near the top of the head that he pointed to as the two culprit lines. He said that when he has disengaged these and capped them, the problem goes away. Right now I am running it with them both attached and haven't verified this claim. The car runs and idles fine, it just lurches ever so slightly until about fourth gear. I think that it probably goes away and smooths out after it has really warmed up. He said that sometimes after he had driven for a while, then parked it to go into a store, the next time he came out it would run fine... When I test drove it, I think he had warmed it up real good, as it was driving just fine with none of this lurching.

On a related note... I have noticed that I can hear the fuel pump in the back just behind me is kind of humming or working in a belabored way. I am used to carb-cars, so I do not know if this sound from the pump is normal. Could the surging >in reality< be due to the pump starting to fail? Proper pumps are probably +$200 right?

I like the feel when that turbo kicks in though.... pretty cool!

Anyway, any ideas for diagnostic steps would be greatly appreciated, thanks!
