Definitely check the fuse(s) for burnout and for corrosion.

If still no-go - - -

Dimmer located above headlight switch controls cluster lighting, also the "PRNDL" indicator on auto tranny shifter as well as the small glow lights in center console.

If all are the above are out then most likely the dimmer pot (rheostat) is burned out - or turned down all the way! Can be replaced from fcpgroton.com or from a junkyard. Or you can bypass it, but I recommend that only temporarily. Dimmer at brightest setting still has some resistance, which protects the cluster illum. bulbs from full voltage so they will last a bit longer. The bulbs are about $9 each (for an '89) so I like them to last. There are two per cluster.

If only the cluster is dark and the other bulbs are lit, suspect burned out bulbs. Halogens; keep fingers off the glass. Sold as a unit of bulb+holder.

Dimmer pot can be accessed by removing the "D" panel to left of cluster. To replace the illum. bulbs in cluster, you may want to pull the cluster. If you've done it a few times in the past you could probably reach it from below without removal. However if you don't have the cluster's layout in your mind's eye you'll likely need to pull it to see what you're doing.
