I'll Fix the d@#^ tail-lights myself then...

I wonder if there is a short at one of the light fixtures. That would be where I would start, by removing the fixtures on the troublesome side and looking at everything carefully. If corrosion has started inside of there it is quite possible that a short is developing between the hot leads and a ground.

Sounds like the shop did a real butcher job. Unfortunately that is common, especially if you didn't go somewhere that specialized in Volvos.
