idle surge in cold weather 900

My 95' 940 non-turbo has cold weather starting issues. Upon strt up in the morning the eng idle surges untill the normal operating temp is reached. I've replaced the CTS coolant temp sensor under appox #2 cylinder: no help. The elec connector looks good. The throttle body is clean. Plz any suggestions is appreatiated. Thanks.
