Car is said to be a gross polluter.....Sucks!

The last owner smogged the car and it failed.
I got the car for free and started to take the engine harness out
I noticed that the engine coolant temprature sensor was unplugged.
Wouldnt this cause high NOX? The car is running really nice and the
engine harness was in great shape for its age. I took the whole loom
of the entire harness to make sure its good. Other then getting a new
cat converter what should I do to make it pass? I know there isnt a egr
valve on this car because they didnt come till the 88 model years.
Please give me some advice on what I should do Thaks Bricksters.
