Some additional No Start questions. 200 1990

I looked at this car this Sunday. This is the car that had the Head Gasket replaced and now a no start when cold issue. ( see the details in my previous post above)

This is what I found out.
The car cranks fine. It actually sputters for a second every once in a while ( so it's trying).

The Fuel pressure Regulator is NG. Much gas in the rear hose. Would that cause a 200 to run so rich that it wont start? The plugs were soaked.

Also. Fuel Pump does not run with key in the ON position. But does run when engine is Cranking. I put in a Spare 561 Computer and it Fuel pump acts as it should. Car still doesn't start.
I know about 561's that's why I have spares. If all things were operating, could I assume the car would start even with this 'bad' ECU? The pump does run when engine is cranking.
