Parking light only work as turn signal... 700

I have this problem where my front left parking light won't work. The light on the dash is on saying the light doesn't work. And No it's not the bulb! The light doesn't work except for the turn signal, so it gets power. I'm just lost in knowing what it could be?!?! The wires all are attached and it has left me lost? I saw another 700 with the problem driving around in my area, Lancaster County, PA.
