Electrical problems (Things that go spark in the night) 200 1986

I'm fairly new to Volvos, but I've been handed the task of fixing a 1986 240 DL with a confused electrical system.
The positive battery terminal arced against the hood, and now the car won't run.
The ignition cranks the starter, and the fans and locks work, but it won't start and the equipment lights appear to be more or less randomly on or off. Flashers and headlights are dead.
Confusingly, all the fuses look good.
Is there a fusable link somewhere? Or maybe a bad relay? Or could it be the computer?

If anyone has any hints on where to look first on this, I'm all ears.
