Unprofessional and unfortunately not uncommon. I've finally found a local place which does a quality alignment job, but it takes work to find a place where they take the job seriously.

That said, you fixed the misaligned steering wheel the wrong way. What happened is that the shop didn't have the stearing wheel set straight ahead when they set the toe-in, so they misadjusted the left and right balance by quite a lot. The correct way to fix this is by turning the one tie rod shorter and the other tie rod longer by equal amounts as needed to have the wheel straight when the car is going dead ahead. Now you have your tie rods wrong and your steering wheel to shaft wrong. This means that when travelling dead ahead your steering rack is not centered, but is actually offset one way or the other.
