Failed inspection - Evaporative emissions hose? 700 1991

Hey,
My 740 NA failed NC inspection - among a couple other things, the inspector said that an evaporative emissions hose was not attached. There is a white plastic nipple pointing downward from a contraption underneath the master cylinder. The contraption is attached to the strut tower, and has a few other hoses emanating from it. Should there be anything attached to this nipple, and, if so, to where would it be routed? I have checked the FAQ and elsewhere on the internet, to no avail. Any and all help appreciated...
