AW71(2) Auto Trans. 1992 940 won't downshift to 3rd 900

I've done some reading on the board on this subject, and everyone seems to have the opposite problem... their OD (4th gear) won't engage. On my 944, 4th gear works great, but when I push the downshift button on the shifter, nothing happens. I'm assuming that the solenoid and relay are working since 4th gear is operating. Is the switch the likely culprit?

PS -- this car is new to me, and to my knowledge the switch has never worked. The PO may have modified things to get around a problem he was experiencing... besides a jumper in the place of the relay, is there anything else I should look for?
