'Notchy' steering after car on hoist. Normal? 700 1990

As I posted before, I had the steering rack replaced recently. Afterwards, the power assist in the steering felt uneven, non-linear if you will. The indy said that they had trouble getting it to feel 'right' and wondered if it was the pump failing. It went away after a few days. Back to the shop to address a small leak, car up on hoist for inspection. Now steering assist is 'notchy' again. Indy now says this happens ALL THE TIME to 740s if you manually push the wheels left and right when the car is on the rack, engine off.

Is this a known and predictable phenomenon? Or is my indy postulating, learning and becoming more self-assured as he works on my car? I mean, it it happened 'all the time' how come he did not mention it the first time around? Maybe there is a better bleeding procedure than he is using.
