Dimmer knob is located above the headlight switch.
It controls brightness of the two instr. cluster bulbs and also the "PRNDL" shift indicator light in auto tranny, and the little glow lights in the center console; I think there are three of those.
If all these are out, then likely the dimmer rheostat is burned out or, um, turned down to minumum by a curious child or such.
Dimmer rheostat can be replaced from a junker or I believe from fcpgroton.com
Dimmer can be bypassed with a jumper wire but I don't recommend it - those little cluster illum. bulbs are about $9 each and the dimmer protects them. Even at the brightest setting it provides some resistance which drops the voltage to the bulbs just a bit.
On a '90, if pulling the cluster, disable the airbag first by pulling the battery ground cable. When reinstalling cluster, don't hook up the red and white wire unless you have tach. It will fry anything else it gets connected to.
