No cabin heat..... 200 1988

I have no heat from the heater.

I thought it would be a stuck open thermostat but it is functioning properly when tested in a heated water bath on the kitchen stove.

Do I chase this via the heater control valve first and then the flow (or lack there of)through the heater core? My experience is that the heat control valve fail in the 240's by giving full flow even when only slightly moved off of the normal "OFF" position. Thanks.
