Got three questions ( failed nox, camshaft rear seal leak, sond light is on ) 200

1985 volvo 245 2.3 liter engine.

The wagon failed nox (gross polluter)
Would a air leak sound from the rear cam seal cause
it to fail nox? Also I tested the oxygen sensor when
hot measured between 5-9 volts fexing. The lambda sond
light is on but im not sure if the new speedo gauge is
at fault since it was pulled at the junk yard. What should
I do ?
