Broke my last key. Looking for cheapest replacement. 200 1989

Hi all. I broke my last key to my 1989 volvo and need a replacement. I've heard that I can take my registration/VIN # in to any Volvo dealer and they can have a new one made. My closest volvo dealer is about 30 miles away - does anyone know if this is true and if so, is this the cheapest and/or easiest route to go? (I do not have all of the broken key).
