Headlights / Fog lights 700 1988

Okay... here goes...

I start the car and the headlights default to high beam with the fog lamps on...?

I turn them to low beam, the left turn signal indicator as well as both the left front and rear turn signal flash on and goes off when I release the high-beam / low-beam switch...the bulb failure light comes on and goes out (sometimes)? The high beam indicator is brightly illuminated ...the fog lights are off...(they come on with the high beams only)... Also, when attempting to flash the high beams...nothing...?

With the high beams on...the high beam indicator is dimly illuminated...and the fog lights come on?

With the ignition switch off...if I turn the turn signal on...(either left or right) the headlights come on?

I've cleaned the grounding tabs on both inside of the left and right fenders...and replaced the terminal lugs on each tab...still the same issue... Thinking it might be the bulb failure relay...I replaced it...nadda...same issue. Next I replaced the headlight relay...nope...not it either...?

I'm stumped... Has anyone experienced this...?

Could it be:

...the ignition switch?
...the turn signal switch?
...or the master headlight switch?
...or any combination of the three?
