brake light issue 200 1991

I'm having an issue with my brake lights. I had a running light out and after inspection I noticed that there was a slight tear in the circuit board at that bulb so I installed a new old circuit board that I had laying around. I now have all of the lights working but the right side brake light stays on bright at all times. I seem to remember reading about this a while back but I couldn't find anything in the archives.
Any help would be greatly appreciated.
