Bad Headlight Relay 900 1991

I'm betting on the Headlight relay ("K" is the identifier in wiring diagrams).

It's in the first (closest) row in the relay rack, 2nd position from the left end.

Reason: That relay powers the Instrument, Parking, and Headlights only when the switch is in the Headlight position — and it's NOT used for High beam flashing.

1) In the Parking Light switch position, power for Instrument and Parking lights comes directly from the switch.

2) Turning the switch to "Headlights" opens the #1 circuit above, but also energizes the Headlight relay, which quickly restores the lost #1 power as well as powering the Headlights. [That's what's failing in your case, IMO.]

The so-called Bulb Failure Relay (Sensor) is the cylinder-shaped item plugged into the forward left corner of the relay rack. [Subject for another thread?]

To get at those relays, you have to remove the cigarette lighter and "cubby" above the fuses. I think the FAQ has directions.
