surging idle 700 1988

I recently bought a 1988 740T standard and have been tinkering with it to get it road worthy. One item that I can't seem to track down is the occasional idle surge to 2 and 3 thousand rpm. No amount of blipping the throttle seems to correct it; it just returns to idle on its own afer a varying amount of time. It usually occurs within 5 minutes of startup while the car is just idling. I have cleaned the throttle body and plenum, and have ben unable to locate any air leaks in the intake. Is this behaviour indicative of a trashed IAC?
