Volt gauge pegs 200 1987

I put in an ebay-bought VDO volt gauge sometime a few years ago after a broken alternator ground left me stranded. In the past year or so, it's been behaving erratically. The needle will stay in the normal range, then peg off the scale at 16+ volts. Then, eventually, it will move back to normals. Sometimes beating on the glass will bring it back, sometimes not.

I've got a couple of questions on this:
1) Is it the gauge or the car? I figure, for a number of reasons, it's the gauge. I just want to ask to make sure.
2) Any idea what the problem is with the gauge? Is there a fix? I know a replacement costs <$15 on ebay, so I could of course just go buy another one.
