Looping idle when cold 900

My 95-945 turbo starts fine. I have the bosch system. This problem has only started with the advent of cold weather. After a few minutes it goes hunting for the idle. Idle will vary between 500 and 1200 rpm. As it warms up everything is ok, rock solid at 750 rpm. I have done all of the tuneup possible. Cleaned EGR, IAC, throttle body, etc. The only other sysmtom is that my gas milage is slightly low.

Can this be the Eprom problem? It sounds close but not quite like it. The only other things that it could be that I have found are: flakey IAC (oil in the brushes), cracked in tank air hose or flakey ECT.

Any other ideas? Any help would be appreciated.
