HELP! 1991 245 SE will not shift out of 2nd into 3rd! High RPMs....

UPDATE...

so I added quite a bit of deep penetrating oil, and pushed the cable back in with some needle nose pliers, pulled it out, added more oil, and repeated the process several times. Each time the cable began to go back into the sheath easier.

The last time I tried it, I wrapped the throttle cable back around like it should, put the kickdown cable in the sheath, turned the throttle, and the kickdown cable stays out and will not return to the shealth (unless I manually force it back in like I mention above).

Does this require buying a new kickdown cable and install? Can I do this myself? Or is it going to a shop?

Thank you!
