Empty tank not empty 200 1991

Replaced the fuel level assembly in-tank a couple months back. Same VDO in as i took out. Changed only becuase the tubes and wiring at the outer portion where rotted. Inside was pristine.
I am noticing that empty isn't empty. I have a 60 litre tank. I remember putting 59.5 litres one day when I forgot to write down my last fuel up (guage was broken) and the car started to cough a bit. So i know it will take 60 litres. But now with the new guage when it is in the red I am only putting 45 or so litres in. Is this a normal buffer amount or did i do something wrong in the tank. The parts change in the tank was very easy. I was careful to map out angles and heights etc when i changed the pump and hose over and new filter sock. It seemed perfect. Any ideas?
