240 wagon Cold start issues 200 1990

These days the temperatures are hovering around 20 F and in the morning my car is starting after 4th or 5th crank and that too when I step on the gas.
The car is 1990 240 DL SW ( Manual). I think it has 3.1 Fuel injection system.
Battery looks OK. What can be the issue. The IAC does not pick up the revs at the idle . I had cleaned it 10 months ago. It does pick up the revs at idle when it is not that cold. I thought that that this is the purpose of IAC.
I have heard that there is one cold start injector . Can that be the issue.
What are the things I should check . Spark plugs and distributor were cleaned 2 months ago . I run fully synthetic 10W30 Mobil -1. 93 Octane is being used since last couple of months

Once the car starts it idles perfectly at the same cold temp without revs getting higher and then it runs fine does not stall.

I have read others posts also but this one runs well if it starts.
I had posted this earlier also but as the post was not visible in 200 forum so I reraised it . I apologize if that has caused any inconvenince.
