Very poor fuel economy! Help!

Help!

I have a 1990 760 turbo sedan 135K... I get 15 MPG under all driving conditions. Until recently my fuel mileage ranged from about 20 MPG in town and 27 on the highway. I have new plugs, cap & rotor, air filter, etc. have cleaned throttle body, put in new vacuum lines. It starts maybe a little slow and has a little rich fuel smell (sometimes), and a little hesitation, but not bad enough, in my opinion for such poor fuel economy.

Can anyone give me some advice on where to start looking for this problem?
