checking fuel pressure 700

My '87 740 GLE has a pressure gauge installed in the line coming off of the back of the fuel pressure regulator. Is this a good place to check fuel pressure? Any idea as to what it should be?

This car lacks power, but doesn't miss or stall under load. The local dealer told the PO that one of the fuel lines was clogged and needed to be replaced. To me it seems more like a timing issue. I was also going to check compression. The archives didn't have anything that matched my car's symptoms. Mileage is 143 K and the car has been sitting a lot. The part that I can't figure out is why it doesn't miss. There's just no power. The idle is nice and smooth and the car starts very easily.

Thanks,
Dave
