Fuel pump sending unit install 700 1990

After hours of repeated trying, I'm out of ideas. I've read the FAQ and Art Benstien's excellent writeup, but I just can't complete the job.

Fuel sending unit is tied up with string through the vent hole so it is as short as it can get. Gasket and threads of cap ring are lubed. The sending unit is in the proper orientation (checked against my pre-install photo and the one's on Art's page) and I believe the bottom of the unit is in the cradle at the bottom of the tank as it should be. Yet, I cannot get the sending unit to go in quite far enough for the cap ring to catch on the the screw threads of the tank. Bifurcated gasket seems to be seating properly over the edge of the tank hole.

Any additional tips or encouragement would be much appreciated.
