trying to buy a used 760 wagon dash dimmer 700

I have a question about the 1990 760 wagons dash lights. The guy that wants to sell the car says that they went out. Can that just be the bulbs or something more complicated. I asked him to turn the in dash dimmer switch to see what effect. Says it doesn't dim the bulb s in the climate control. Does anyone know if the dimmer goes bad in the cluster if it can be changed as a separete item....thanks in advance....Jeffrey
