emergency brake doesn't have much stopping power 200 1989

dear brickboard,

within the last year, i replaced the emergency brake shoes on my 1989 240 dl sedan. at the time, they worked ok but not great. the emergency brake would easily hold the car still when parked but would take several yards to stop the old brick when it was moving. when i was in there, i carefully cleaned and lubed all the moving parts being careful not to get lube on the mating surfaces. everything looked good.

lately, however, the emergency brakes are almost worthless. they do work, but so poorly that they barely will hold the car when parked.

i jacked the car up and confirmed that both wheels do stop when the brake is applied, so i doubt the cable is broken.

i also tightened the adjustmet but that didn't help either.

i didnt have the time to yank the hubs and have a good look inside.

any ideas or comments would be appreciated.
