New door hinge in, door alignment OFF.

Pardon my ignorance but I don't know how to adjust/shim the door. It is too low at the latch end.

Someone suggested: "You can use wooden shims placed in the opening to make the final adjustments."

So do I loosen the bolts on the door side of the hinge?

If I use temporary wood shims in the opening as suggested (with the door closed?) how can I get at the bolts?
