Errant Brake Light 900

I have been trying to resolve a failed brake light within the driver's-side tail-light cluster.

With either of two brand-new bulbs, the 5w portion of the bulb (tail lamp) works fine. But when I hit the brake, the 21w filament does not light. However, brake lights at both the high-mount and right-side tail-light clusters work fine.

So...assuming the bulb contacts and bulbholder contacts must be correctly placed, since the 5w tail lamp works...can anyone offer some troubleshooting tips?
