Stalls for first 20 minutes - bad temp sender? 200 1992

For about the first 20 minutes after starting the engine stalls when I take my foot off the gas because the engine tries to idle too slowly. Even when the temp gauge is showing a warm engine it continues to stall. After about 20 minutes the engine runs normally.

It seems to me that since the engine is idling too slowly that maybe it is getting the wrong signal from one of the sensors. Am I right?
