Engine 'locks' when cranking? 200 1989

Hi,
My 89 240 has developed a "hitch" when cranking. It cranks strongly for what seems like a turn or two and then stops momentarily and then resumes cranking strongly. The stopping is almost like the engine has seized but it could just be hitting TDC or something similar. I don't think it is firing at the point it stops. It generally starts after this "hitch" and seems to run ok once started. It doesn't seem to be a battery or electrical issue. I think this problem has happened occasionally in the past but it's gotten much worse today.

I haven't had a chance to do much as far as diagnostics- I plan to check the timing next.

Any thoughts? Could timing belt be off? Starter going bad? Or...????
