Failed emissions test - high NOx 200 1990

Open to any suggestions that will help me pass!! I have been reading the archives so I have some ideas.

BTW - Can a clogged flame trap cause high NOx?

Car runs good, but idles rough when warm - probably throttle body?

Background:

-Fairly recent oil change
-Fresh tune-up including plugs, rotor, cap, wires and air filter
-Needs flame trap and throttle body cleaning
-Ancient (probably original) O2 sensor and catalytic convertor

My plan is to hit the flame trap and throttle body first. Then on to vacuum leaks. I know the check valve at intake manifold has a vacuum leak (needs new hose).

Any other ideas? I really don't need to buy a new O2 sensor and/or cat right now :)

Thanks,
Jim
