Fuel Mileage - MPG - B230F - 740 Wagon 700 1992

Looking to see what you guys are getting for mileage out of a 1992 B230F Wagon.

I pulled off and cleaned the throttle body intake, it was filthy.

4 brand new tires. balanced, no brake drag.

Ran a measured amount of Lucas Fuel injector cleaner through a full tank.

Switched to 91 Octane fuel, changed the oil, oil filter (Bosch), air filter (K&N), checked the timing with a light, looks to be right at -12 degrees, no transmission slippage.

Seeing about 21 - 22 MPG. Is this normal/average ? This beast does not have a turbo.

What do you guys get for mileage ?

Any reliable tips to improve mileage ?
