Speedometer Needle Jumping when starting car 200 1991

We currently have two 240's out of several that are exibiting this problem and I've seen it on and off on many others over the years. My experience is that cleaning and refitting any number of connections on the cluster itself, the main fuse panel in the engine bay, the fuse panel in the car, battery and starter connections, harness plugs in general...never seems to have any effect. It's my opinion that this may be some sort of capacitive discharge. Some component that is releasing juice or perhaps some component in the long, drawn out throes of dying. I would respectively suggest that you see if you can get one of the more electronically gifted members like Art Benstein to ponder the question.

At any rate, my '91 wagon has been doing it for 2 years. Initially annoying, I've since decided to ignore it as it doesn't seem to affect anything else. By the way, changing to a different cluster--twice--did not stop the problem. One of the two swapped clusters displayed the same symptoms in a second car....but the other did not! I think it's something in the car, not the cluster.
