You've done most of the usual things....how about;

10W30 oil?
wheel alignment
fresh set of plugs (NGK, BPR6ES)
plug wires, cap and rotor OK?
87 or 92C thermostat

I typically see 29-30mpg(US) in the 940 on the highway.

Bringing the 740/V8 home from LA last spring, the highway-only part of the trip(I-5 to Vancouver BC, then east over the Cdn Rockies) averaged a hair over 25mpg at a fairly steady 70MPH)
