96 960 brake issue S90-V90

Rotors are w/in specs and pads are ok. Changed fluid about 3 months ago and now I am finding that pedal travel seems to be longer to get car to stop. Also, if I press on the pedal and then quickly release my foot somewhat, but not all the way and press again, the distance "feels or appears" to be shorter and the stopping is much better. So if I pump the pedal once the brakes feel like they should as opposed to just stepping on the pedal. Is this a booster issue or air in the system from bleeding? Thoughts?
